සෙනරත් පරණවිතාන මහජන පුස්තකාලීය මාර්ගගත සුචිය වෙත සාදරයෙන් පිළිගනිමු
ඓතිහාසික වටිනාකමකින් අනූන වූ ඌව පළාතේ අගනගරය වන බදුලු පුරවරයට උරුමකම් කියන සෙනරත් පරණවිතාන මහජන පුස්තකාලය, 1902 දී අරඹන ලද ඉතා පැරණිතම මහජන පුස්තකාලයකි. ක්‍රි.ව 4 වන සියවසට අයත් දැනට ලංකාවේ උසින් වැඩිම සෙල්ලිපිය වන බදුලු ටැම් ලිපිය මෙහි පිහිටා තිබීමද මෙහි ඓතිහාසික වටිනාකම වඩ වඩාත් තීව්‍ර කරයි. වත්මන් තොරතුරු එකතුවේ විශාලත්වය ත්‍රෛභාෂාව ම නියෝජනය වන පරිදි පොත් 60,000 කින් පමණ සමන්විත වේ. එකතුවේ සුවිශේෂත්වය නම් ඌව ග්‍රන්ථ , නීති ග්‍රන්ථ, මහනාම දිසානායක ග්‍රන්ථ සහ දිස්ත්‍රික් හුවමාරු ග්‍රන්ථ එකතූන් වලින් සමන්විත වීමයි. තවද තෛභාෂාවෙන්ම සංයුක්ත වු පුවත්පත් 31 ක්ද සඟරා 20 ක්ද එකතුවේ ව්ශාලත්වයට දායක වේ .
සේවා අංශ ලෙස බැහැරදෙන, විමර්ශන,ළමා, පුවත්පත් හා සඟරා , තොරතුරු තාක්ෂණ අංශය‍යන්ද පාඨක සේවා ලබා දෙන අංශ 08 ක්ද ක්‍රියාත්මක වේ. සුවිශේෂි සේවා අංශයක් ලෙස පර්යේෂණ සහ ගවේෂණ කටයුතු ඒකකයක් පවත්වාගෙන යනු ලැබේ. තවද ව්‍යාප්ති සේවාවන් ලෙස ජංගම පුස්තකාල සේවාව හා ශ්‍රව්‍ය දෘශ්‍ය මාධ්‍ය ඔස්සේ විවිධ විනෝදාංශ වැඩසටහන් ද පවත්වයි.ඌව පළාතේ සියලුම ජනතාව හට සොබා දහමේ පහස විදිමින් නිදහසේ කියවීමට ඉඩහසර විවිර කර දෙමින් හරිත පුස්තකාලයක්ද මෙහි ස්ථාපිත කර තිබේ.
පළාත් සභා හා පළාත් පාලන අමාත්‍යාංශයේ මෙහෙයවීම මඟින් ශ්‍රි ලංකා විවෘත විශ්ව විද්‍යාලයේ පූර්ණ තාක්ෂණ දායකත්වය සහිතව මෙම මහජන පුස්තකාලයට ස්වයංක්‍රීයකරණය කිරීමේ වැඩසටහන හඳුන්වා දෙන ලදී.
2018 වර්ෂයේ, ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ නියෝජිතායතනය (ICTA) හා ශ්‍රී ලංකා ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය හා එක්ව “ඩිජිටල් පුස්තකාල ව්‍යාපෘතිය” හරහා යාවත්කාලීන සංස්කරණ මුහුණුවරකින් යුත් පූර්ණ පුස්තකාල ස්වයංක්‍රීය පද්ධතියක් ද නවීන අංගෝපාංගයන් හා සේවාවන්ගෙන් ද සපිරි නව තාක්ෂණික අත්දැකිමක් සඳහා දොරටු විවර කර ඇත.
Senarath Paranawithana Public Library is one of the oldest public libraries established in 1902 in Uva province and located in the Badulla city. The highest pillar inscription which belong to the 4th century AD has added more historical value to the library. The library collection includes around 60,000 books in three languages. Specifically consists of Uva books, Law books, Books of Mahanama Dissanayake and district exchange collection. Also the collection has thirty one types of newspapers and twenty magazines in both Sinhala and Tamil.
There are eight sections in the library including Lending, Reference, Newspapers and magazines, Information Technology section. Special services consists of a Research division. A mobile library service and an audio visual unit are under extension services. A green library also has been established to readers to enhance the reading habits by providing a calm environment.
In 2017, library automation program was introduced to this library by the Open University of Sri Lanka under the guidance of Ministry of Provincial Councils and Local Government of Sri Lanka.
In 2018, The Digital Libraries Project was implemented at this public library by Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with National Library and Documentation Services Board by providing an advanced and updated library automation system and introduced modern infrastructure which is in demand to improve the quality and efficiency of the library system in the country. Presently the library is fully equipped with modern electronic devices to provide digital library services to the public. Users can easily search, find, locate and hold required books through this Online Public Access Catalogue.
